Account creation accepts verified users and blocks existing user

Jonathan Christopher Jakub requested to merge jojo/open-is-verified-to-account-endpoint into staging

When the super admin add accounts manually, they should be verified and active instantly. This commit also implement handlers for already existing accounts.
