This merge request only implements the suggest from the user in the admin portal, and still rough in the UI side

There were new Files that I made and new Route to the /admin where only admin can access this page.
/admin -> The main page for the admin page
/admin/suggestions -> The suggestions page where admin can see the suggestions from the user to suggest new Group

In the code I already implemented the Helper API for the admin page, you can write your code that related to the admin.
