Added Complain form functionality, have yet to be verified to be working since backend API is not merged to staging. A simple complain capability on transactions. Can only be triggered when the item has not been sent i.e. Pending Status, Cancelled Status and Verifying Status. Complain can only be sent while the text box on the modal is !Empty. Thank you.

This is also experimenting with local environment files.
